Glenn Reiter’s background includes over two decades of experience as a financial consultant to special districts, developing innovative solutions for fair rate structures, successful bond issues, appropriate reserve levels, and clear and simple financial models. His financial plans and models enable the client to manage its entire financial situation with data as well as graphical depiction.
In a 45-year career of working with public agencies, Mr. Reiter has also served as General Manager of a water/wastewater agency, and served as a member of the Water Authority’s Board of Directors. He has spoken extensively as a faculty member of the Special Districts Institute (SDI). He is a founder of both the SDI and the California Special Districts Association, and is a charter member of the National Association of Independent Public Finance Advisors (NAIPFA).
Mr. Reiter is a principal and founder of Glenn M. Reiter & Associates, a San Diego-based financial consulting and advisory firm founded in 1981, which provides consulting services to numerous public agencies. He also formed Reiter Lowry Consultants in 1989. He has a well-earned reputation for solving tough problems. He specializes in financial planning, the setting of rates and fees, including the financing of capital improvements. As a financial advisor, he has assisted in the funding over $500 million in bonds for capital projects. His practical solutions to tough financial problems are based on insights gained from years of experience as general manager and chief engineer of a large southern California water district and as a director on the San Diego County Water Authority Board.
Mr. Reiter has expertise in developing business plans for financing, debt capacity analysis and revenue studies. He acts as financial advisor when borrowing is necessary for his clients. Capital improvement programs based on an agency’s ability to pay for them are a hallmark of his service to the firm’s clients. He develops sound financial objectives for clients and helps implement them successfully. He has extensive experience and expertise in guiding the implementation process through the process of gaining community support. Mr. Reiter has been instrumental in solving city problems through legislative action when necessary. The interactive models developed by Mr. Reiter have been used in presentations to the rating agencies in their quest for investment grade ratings.
As a past manager and director, he has a keen awareness of the problems that public agencies face in providing a service at a cost that is acceptable to the public. He has had to implement the plans that he has developed. Rate studies are not just an exercise in number crunching; they result in financial impacts to the customers. This sensitivity to the customers is the hallmark of his work. Mr. Reiter earned a BS degree in Civil Engineering from the Technological Institute at Northwestern University, and is a registered civil engineer in the State of California (license #15452.)
