Kamil has been the General Manager/District Engineer in charge of the overall operations of the Goleta Sanitary District in Santa Barbara County since 1995. Before joining the District, Kamil spent 20 years in the private sector, working as an engineering consultant for various public agencies, and serving as District Engineer for several water and sanitary districts in the San Francisco Bay Area.
Kamil served President of the Southern California Alliance of Publicly Owned Treatment Works (SCAP) for three years between 1998 and 2001 and is currently Vice President of the California Association of Sanitation Agencies (CASA).
With a degree in Civil Engineering, Kamil received in 1972 his Master of Science degree in Sanitary and Environmental Engineering from Syracuse University in New York. Kamil has been a licensed Professional Civil Engineer in California since 1976. He is married to Diana and has three children
