Experience

Kevin Dale is an associate in the Fresno office of Atkinson, Andelson, Loya, Ruud & Romo. Since becoming an attorney, Mr. Dale has exclusively practiced labor and employment law and public agency law.

Mr. Dale is experienced in counseling and representing public and private sector employers in all aspects of labor and employment law including discrimination claims, leaves of absence issues, employee terminations and discipline, grievances, wage and hour requirements, workplace privacy, and employee handbooks. Mr. Dale also serves as a labor negotiator and has represented employers in unfair practice proceedings before the Public Employment Relations Board and National Labor Relations Board. Mr. Dale assists public safety clients by providing advice and counseling regarding the requirements of the Public Safety Officers Procedural Bill of Rights Act and the Firefighters Procedural Bill of Rights Act.

Mr. Dale’s public agency law experience includes providing general counsel services and advising clients with regard to the Public Records Act, the Brown Act, and conflict of interest laws. Mr. Dale has served as legal counsel during open and closed session meetings of various types of legislative bodies including governing boards of school districts and community college districts, city councils, and boards of directors of special districts. Mr. Dale’s experience also includes serving as the interim general counsel of a community college district.

Mr. Dale’s recent conference speaking engagements include a presentation at the League of California Cities Annual Conference entitled, “How Public Are Electronic Records?” and a presentation at the California Public Employers Labor Relations Association Annual Conference entitled, “I Know What You Did Last Night: Off-Duty Misconduct.” Mr. Dale also presents custom workshops to employers on topics including preventing sexual harassment (AB1825), evaluating employee performance, conducting workplace investigations, and responding to grievances.

Mr. Dale’s community involvement includes service as a city personnel commissioner, and he has previously served as a reserve deputy sheriff with the Fresno County Sheriff’s Department. Mr. Dale served over six years of active duty in the U.S. Marine Corps, and he attained the rank of sergeant.

Education

Mr. Dale received his law degree from Loyola Law School, and undergraduate degree from California State University, Fresno. While in law school, he served as a law clerk in the Kern County District Attorney’s Office.
